Robert C. Wendland, 214-378-1703, is the general counsel for the college. Wendland has more than 30 years of experience in the practice of law. Prior to joining the college, Wendland was a partner in three Dallas-area law firms, the most recent being Rapier, Wilson & Wendland, P.C., practicing in the areas of school law and local government law, real estate construction, land use and zoning, condemnation, banking, insurance law, utility cooperatives and special districts, as well as general commercial and business law. Wendland is a graduate of the Southern Methodist University Dedman School of Law and the University of Wisconsin-Madison.
Tricia Horatio, 214-378-1707, is associate general counsel for the college. Horatio joined the college in 2015, after completing four years of service with the Texas Legislature, where she worked on policy and legislation relating to higher education, immigration, finance, pensions and energy. Horatio received her J.D. from the University of Notre Dame Law School. She also holds an M.A. in journalism from the University of North Carolina at Chapel Hill and a B.A. in English from Duke University.
Desiree Ochoa, 214-378-1701, joined the college as assistant general counsel in 2018. Prior to joining the college, Ochoa worked in private practice in a variety of practice areas, including oil and gas, construction and insurance law. Ochoa received her J.D. from Southern Methodist University Dedman School of Law and her B.S. in international business and B.A. in Spanish from the University of Nebraska-Lincoln.
Torsha McCarty, 214-378-1703, joined the college in 2016 as the legal assistant for the department. Prior to assuming her role, McCarty was a legal assistant for a law firm specializing in creditor representation. McCarty holds a B.S. from Morgan State University and a paralegal certificate from Southeastern Career Institute. She is a member of the Dallas Area Paralegal Association and State Bar of Texas Paralegal Division.
Maria Miller, 214-378-1702, is the public information officer for the college. Miller has been with the college since 1987. She received her Associate in Applied Science — Paralegal from El Centro College and holds certificates of course completion for the Public Information Act and the Open Meeting Act from the Freedom of Information Foundation of Texas. Miller is a member of the American Association of Notaries.
