H. Steven Carter, CRC, CVE

Adjunct HDEV Faculty and Senior Program Development Specialist

H. Steven Carter is a senior program development specialist in the Training Department at El Centro College’s Bill J. Priest Campus. He has also served as an assistant clinical professor at UT Southwestern Medical Center, where he was on the faculty for 25 years. A consulting rehabilitation counseling specialist and vocational evaluator, he holds national certifications as a rehabilitation counselor (CRC) and a vocational evaluation specialist (CVE) and has published several professional papers in the field of vocational rehabilitation.

He has also served as a vocational expert in five states and has taught assessment technique workshops at institutions including the University of New Orleans, the Texas State School for the Blind and the Illinois Institute of Technology.

He took part in developing a testing protocol for conducting vocational evaluations of the blind and visually impaired and has published a widely used test of adaptive behavior, The Survey of Functional Adaptive Behaviors. He is a co-winner of an Innovation of the Year Award for 2006-2007 at El Centro College and is the top service provider of vocational evaluations for the Texas Department of Assistive and Rehabilitative Services in the North Texas area. He has also developed special programs for individuals with mental retardation and learning disabilities at the Bill J. Priest Campus of El Centro College, where he is in the process of developing new course offerings in various in-demand occupational areas.
