Robert C. Wendland, 214-378-1703, is the general counsel for the college. Wendland has more than 30 years of experience in the practice of law. Prior to joining the college, Wendland was a partner in three Dallas-area law firms, the most recent being Rapier, Wilson & Wendland, P.C., practicing in the areas of school law and local government law, real estate construction, land use and zoning, condemnation, banking, insurance law, utility cooperatives and special districts, as well as general commercial and business law. Wendland is a graduate of the Southern Methodist University Dedman School of Law and the University of Wisconsin-Madison.
Tricia Horatio, 214-378-1707, is associate general counsel for the college. Horatio joined the college in 2015, after completing four years of service with the Texas Legislature, where she worked on policy and legislation relating to higher education, immigration, finance, pensions and energy. Horatio received her J.D. from the University of Notre Dame Law School. She also holds an M.A. in journalism from the University of North Carolina at Chapel Hill and a B.A. in English from Duke University.
Torsha McCarty, 214-378-1703, joined the college in 2016 as the legal assistant for the department. Prior to assuming her role, McCarty was a legal assistant for a law firm specializing in creditor representation. McCarty holds a B.S. from Morgan State University and a paralegal certificate from Southeastern Career Institute. She is a member of the Dallas Area Paralegal Association and State Bar of Texas Paralegal Division.
Rosalind Jeffers, 214-378-1832, is the Assistant General Counsel and Public Information Officer for Dallas College. Rosalind is expected to work on myriad legal matters for the College, with a primary emphasis on Texas Public Information Act requests, election-related matters, and contracts. Immediately prior to joining Dallas College, Rosalind was the Assistant Dean for Student Affairs & Director of the Equal Justice Program at the Texas A&M University School of Law, formerly Texas Wesleyan University. Rosalind’s legal experience in Texas includes time as a prosecutor with the Kaufman County District Attorney’s Office and as an Assistant City Attorney with the City of Dallas. Rosalind received her JD from the University of Baltimore law school. She holds a BA in Sociology from Howard University.
