Sen. Florence Shapiro, the sponsor of Senate Bill 174, and the Texas Legislature wanted to ensure that students in Texas (especially first time entering full-time students) are able to quickly and easily compare the cost of attending various colleges and universities. So the 81st Legislature passed SB 174, which requires all Texas public higher education institutions to use a standard reporting format and to publish that report on their website in a prominent place.
