RESOLUTION ADOPTING DALLAS COUNTY’S ES&S EXPRESS VOTE UNIVERSAL VOTING SYSTEM AND RELATED SOFETWARE EQUIPMENT
WHEREAS, Texas Election Code §123.001 requires that before participating political subdivisions can use Dallas County’s voting system in their elections, each political subdivision must take action to officially adopt the system for use in its elections;
WHEREAS, pursuant to Dallas County Commissioners Court Order 2019-0460, the Dallas County Elections Department has purchased election voting tabulation systems and services manufactured and provided by ES&S, the (“County Election System”), specifically described in Section 1 of this resolution; and
WHEREAS, on September 17, 2019, the Dallas County Commissioners Court adopted the voting system; and
WHEREAS, the voting system was certified by the Texas Secretary of State on November 11, 2018 and by the United States Election Assistance Commission on October 4, 2018; and
WHEREAS; the County Election System will allow voters registered in Dallas County to vote at any polling place in Dallas County during the early voting period and on election day, even if only eligible to vote in an election held in the city or district in which the voter resides, and
WHEREAS, Dallas College finds it to be in the public interest to adopt the County Election System for use in the Board of Trustees Election.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF DALLAS COLLEGE THAT:
Section 1. The following election system adopted for use by Dallas County Elections Department in elections called by Dallas County is hereby adopted for use in the regular and special elections called by the Board of Trustees for Dallas College:
ES&S ExpressVote Universal Voting System (Ballot Marking Devices), EVS 6.0.2.0, Firmware 2.4.0.0; the ES&S DS200 Digital Precinct Scanner, EVS 6.0.2.0, Fireware 2.17.0.0; and ES&S’ Model DS850 High-Speed Scanner/Tabulator, Version 1, EVS 6.0.2.0, including all required ancillary parts and services required to operate and maintain said voting tabulation system equipment.
Section 2. That this resolution is effective upon adoption by the Board of Trustees of Dallas College and shall be signed by the Chair of the Board of Trustees.
