DCCCD BOARD OF TRUSTEES’ INDICATOR REPORT
1999-2000 Economic Development

 Goal 6: The DCCCD in partnership with business, industry, and governmental entities prepares a quality workforce to enhance economic development.

 The following indicators provide an overview of business funded contract training:

-- number of people trained,

-- number of firms entering into contracts,

-- contract revenue received, and

-- number of contract training hours provided.

 This report addresses business contract training. The funding source is the business requesting the training or a Skills Development, Self-Sufficiency or Smart Jobs Fund grant. Other Texas Workforce Commission (TWC) programs such as the Workforce Investment Act, where training is provided to individuals and the contract does not include a particular business, is reported in the District Resource Development Office Grant Status Report.

 Findings

In 1998-99, the DCCCD contributed to area economic development by providing1 customized training to 29,327 individuals.

 Over 280 businesses such as CompUSA, Lucent Technologies, DART and the City of Dallas entered into contracts with the DCCCD to provide this training. The type of training requested was diverse as were the needs of the businesses served and included English as a second language, computer skills, occupational Spanish, and police officer training.

A total of $5,315,317 in revenue was generated from contracts and new grants. This amount is conservative since it excludes Texas Higher Education Coordinating Board funding for reimbursable training. More specifically, $4,059,070 in business contracts and $1,256,301 in new TWC grants were secured during this time. Training continued on $2,338,548 in open grants that were reported in last year’s totals.

It is difficult to make meaningful comparisons of data from one year to the next. Training is in response to business needs and generally does not follow an academic year. Furthermore, some contracts and most grants cross academic years. Table 1 displays total contract training revenue and number of people trained in an annualized2 format to mirror the academic year. Tables 2 and 3 detail the actual 1998-99 activity by DCCCD location.
