DCCCD BOARD OF TRUSTEES’ INDICATOR REPORT

2000 - 2001 Economic Development

Goal 6: The DCCCD in partnership with business, industry, and governmental entities prepares a quality workforce to enhance economic development.

The following indicators provide an overview of business funded contract training:

-- number of people trained,
-- number of firms entering into contracts,
-- contract revenue received, and
-- number of contract training hours provided.

Two types of contract training are presented in this report: 1) Business funded and 2)Texas Workforce Commission (TWC) funded training. Business funded training is customized training paid for by the company requesting the training. TWC funded training is also provided to businesses but the funding source is either a Skills Development, Self-Sufficiency or Smart Jobs Fund grant. (Other Texas Workforce Commission programs such as the Workforce Investment Act, where training is provided to individuals and the contract does not include a specific business, are not included in this report.) In summary, both types of training are combined and reported in an annualized format to correspond to the academic reporting calendar.

Business Funded Training

During the 1999-2000 academic year, DCCCD colleges contracted with 257 area businesses to provide customized training to more than 26,000 individuals.

Data Source: Self-reported by DCCCD location The $4,374,456 contract revenue is a conservative estimate of the total dollars received since most training generates state reimbursable contact hours. Businesses also often invest in training partnerships with significant in-kind resources such as training facilities, instructor time, equipment and materials that are not represented in the contract revenue.
 
 

TWC Funded Training

In addition to business funded training, colleges continued to provide training on $3,442,251 in new and continuing TWC funded grants. While some of these grants closed during this reporting period, $2.9 million in new grants have been secured for 2000-2001 and will be detailed in next year’s report.

Summary

The training presented in this report is market driven and in direct response to immediate business needs. Thus, the awarding of contracts and grants generally does not mirror an academic year. The following table displays the combined business and TWC funded training as if it were provided in an academic year.

1 Annualized – Grants were treated as though the training occurred equally throughout the length of the grant. Revenue and people trained were then counted in the corresponding academic year.
