District Contracts and Grants Accounting Director

Salary: $41,916 / Min. Annual Salary
This position is in the Financial Services Department. Duties incude, but are not limited to:
- Oversees the District planning, development, interpretation and preparation of financial and management reports and policies related to federal, local and state funding.
- Responsible for the integrity of complex reports and procedures in areas including restricted funds and internal and external statistical reviews.
- Prepares annual A-133 filings.
- Reviews current procedures and recommends improvements to processes all within federal, and state law, Board Policy and the Business Procedures Manual parameters.
- Provides technical expertise for the development of new procedures and revisions to existing procedures for accounting systems.
- Provides district-wide guidance and oversight with regard to federal/state regulations and with federal, state and local financial aid eligibility requirements for reimbursement payment requests.
- Coordinates and provides training on federal, state and institutional regulations and the Colleague system.
- Primary contact for guidance on grant/contract business and accounting policies and procedures for all college Resource Development Officers, Directors of Business Operations and staff.
- Responsible for planning and developing district-wide schedule to produce accurate and timely restricted fund reporting on a monthly basis.
- Responsible for approving all billings to agencies related to restricted fund contracts and grants.
- Ensures that payment and billing requests are appropriately documented as prescribed by federal, state, and local grant guidelines.
- Administers financial aid grant accounting and reimbursement payment requests from the federal, state, and local grants.
- Coordinates preparations for audits by internal/external auditors and formulates responses when required.
- Responsible for maintaining adequate levels of internal control in all areas of general accounting and financial aid systems.
- Coordinates the collection of data required for reports to outside authorities including federal and state agencies, local granting agencies, guarantee agencies, etc. supervises the preparation of periodic and nonrecurring financial and management reports.
- Selects, trains, and evaluates department staff.

- Master’s degree in accounting or business plus three years of federal or state funded contract and grant accounting experience, including supervision or Bachelor’s degree in accounting or business plus five years of federal or state funded contract and grant accounting experience, including supervision or Associate’s degree in accounting or business plus ten years of experience in a multi-fund, multi location institution of higher education including five years in experience with contracts and grants accounting and supervision
- Progressively responsible experience in financial accounting and general ledger maintenance.
- Ability to utilize computer technology to access data, improve processes, maintain records, generate reports and communicate with others.
- Knowledge of procedures and regulations as they relate to institutions of higher education.
- Demonstrated skills in providing support services to students and/or staff.
- Requires demonstrated oral and written communication skills to deal effectively with individuals from divers socio-economic backgrounds.
- Official transcript will be required.
- A criminal background check will be conducted.
