Purpose:

Colleges and/or District offices may be closed or student activities may be suspended due to inclement weather or other circumstances (power failure, etc.).  Suspension of student-related activities means cessation of classes, registration, graduation or other similar activities.  Closed means total cessation of all work activities. 

Eligibility:

When we are closed, a number of factors (determined by your employment status - full-time, limited full-time or part-time) govern if the time off should be with or without pay.  These factors are:

Full-time employees - approved inclement weather/other circumstances shall be deemed excused.  No leave time (unless employee is currently on leave without pay) of any type shall be charged.  Full-time employees on approved vacation or sick leave on a day the DCCCD is officially closed due to weather/circumstances will have an appropriate adjustment made to their leave accrual if the approved leave time has been previously input.

Limited full-time employees - absence shall be with pay for hours scheduled to work otherwise absence is deemed excused without compensation. However, the location President or designee may approve appropriate vacation leave or make-up hours for the employee. Limited full-time employees may use accrued vacation to replace normal work hours only.  Further, such hours may not be used during normal District holidays.

Part-time employees - shall be deemed excused without compensation.  However, the location President or designee may approve make-up hours for the employee.


 

Procedures:
  • An employee that is expected to report to work when the location is open and does not report is charged leave without pay.

  • Vacation or sick leave can not be used for absences due to excused inclement weather or other circumstances.  (Exception is the offset of disability benefits.)

  • Reporting of the absence is not required by full-time employees.

  • Full-time employees will be paid regular compensation when the location is officially closed.

  • Limited full-time employees may be excused from work without compensation as no work can be performed when locations are officially closed.

  • Limited full-time and part-time employees must indicate the absence on their timesheet.

  • Employees must report to work when the locations officially re-opens during a normal work week.

  • Traveling during inclement weather to report to work is at the employee’s own risk.
Other Notes:

Examples:

Scenario A:  The DCCCD closes due to inclement weather at approximately 9:45 a.m.

Part-time and limited full-time professional support staff:

  1. Hourly pay until 9:45 a.m., no pay for inclement weather.

    If the limited full-time employee called in sick, charge sick leave up until 9:45 a.m. and leave without pay after that, because we were officially closed. Part-time faculty who did not report, leave without pay.

    Full-time professional support staff, administrator and faculty.

  2. Full-time professional support staff, administrator and faculty, inclement weather after 9:45 a.m. If a faculty member had a class and did report yesterday, can use extenuating or leave without pay up until 9:45 a.m., Inclement weather for the rest of the day. Administrators and professional support staff, use vacation or extenuating up until 9:45 a.m. if they did not report, inclement weather the rest of the day.

  3. If employee called in sick, inclement weather after 9:45 a.m. Charge rest to sick leave.

Scenario B:  A DCCCD location opens at approximately 10 a.m. due to a power outtage.

Limited full-time and part-timer:

  1. No inclement weather/other circumstances pay up until 10 a.m., hourly pay afterward.

    If limited full-time or part-timer worked before 10 a.m regular hourly pay.  Limited full-time called in sick, leave without pay before 10 a.m., sick leave charged after 10 a.m. part-time faculty who could not report for early morning classes - leave without pay.

    Full-time faculty, administrator and professional support staff.

  2. Inclement weather/other circumstances pay up until 10 a.m. If the employee did not report, Inclement weather/other circumstances pay up until 10 a.m., vacation or extenuating after 10 a.m. If the employee called in sick, Inclement weather/other circumstances pay until 10 a.m., sick leave afterward.
