Purpose:

While the Dallas County Community College District utilizes a formal and inclusive process for the search and appointment of full-time administrative staff, it is sometimes necessary to fill administrative positions on an expedited and/or temporary basis.  The Special Administrative Appointment Program (SAA Program) provides the locations the annual opportunity to appoint a temporary administrator to fill a critical or urgent location vacancy based on the following stipulations:

  • No more than a total of three (3) appointments, district-wide, each year, will be supported by district funding.
  • Location may opt to support additional SAA Program participants, funded solely by location dollars.
  • Prior review and approval of the Chancellor before posting the vacancy; and
  • Board review and approval of the recommendation prior to the official appointment.

A person serving in this capacity is designated as a participant in the SAA Program.  This role is a temporary contractual appointment, and is subject to Board approval.  The duration of the assignment is dependent upon the location need and will not exceed a maximum of two (2) years, one year successfully competed and won full-time faculty positions may be assigned in an SAA Program role for up to two years.  Funding for up to three (3) SAA Program participant(s) district-wide is supported by the District at $30,000 for the initial year and $25,000 for the second year.  The salary support will end upon with the end of the need or completion of the 2-year term.  Locations may fund additional SAA Program participants using their dollars.

During this contractual period, SAA Program participants are paid on a 12-month payout option and will participate in the Texas retirement plan [Texas Teachers' Retirement System (TRS) or the Optional Retirement Program (ORP)].  SAA Program participants will be covered for health benefits by the Employee Retirement System of Texas (ERS) after a 90-day waiting period, as afforded other full-time employees in a similar employment category. There is no state income tax in Texas, and the District does not participate in Social Security - but SAA Program participants are required to participate in MEDICARE (deduction of 1.45%, matched by the District) as required by Federal law.

In order to continue in employment with the District, the SAA Program participants must be competitively hired.
 
If the location/college identifies the continuing need for the position, the vacancy must be declared at the end of the two-year period and an official search must be conducted.  The successful candidate will be selected using the steps in the DCCCD hiring processes for Administrative/PSS Employees.  Participation in the SAA Program does not guarantee a full-time appointment, in the event that the position becomes permanent.  SAA Program participants are encouraged to review and consider application for other DCCCD positions in order to attain continuing employment status.

To be eligible for a temporary appointment as an SAA Program participant, the potential candidate must:

  • meet educational and experience minimums for the position;
  • display development potential, agree to a professional development plan and willingly participate in an appropriate DCCCD career institute; and

  • must be submitted to the Chancellor for review/approval before employment can start.

Responsibility:

Because the SAA Program participant role is a temporary contractual appointment, duration in this role is contingent upon location need.  This role carries with it the potential of serving on no more than two, one-year contracts thus participants are encouraged to review and consider application for other DCCCD positions in order to attain continuing employment status.

An exit interview with a representative from District Human Resources is required of within 30 days prior to the conclusion of their participation in the program. This interview is required 
whether transitioning into a full-time DCCCD role employed through the Notice of Vacancy process, or if leaving the program at any time.

HR Responsibility:The location HR Office is responsible for notifying District Human Resources of SAA Program participants supported with location funding effective, February 15, 2008.  District supported SAA Program participants will begin effective September 1, 2008.  This program is intended to enable the expedited appointment of a temporary administrator.
