Background:

The HROG (as last revised Sept. 1, 2003, and further clarified April 26, 2005) related to online distance learning is to be followed as closely as possible. Location cabinet members are responsible for reviewing these guidelines with their staff members and must approve any exceptions. Generally, distance courses taught as a part of regular load should be filled to a maximum of 25 students, and no additional headcount pay for enrollment beyond those 25 students should be given for that course. Generally, distance courses taught as a part of adjunct/extra service should be filled to a maximum of 25 students and paid on the usual extra service rate of $1,768.32 for three credit hours. Some interpretation of this HROG was used in 2004-2005, and while this continued interpretation has been strongly discouraged, the cabinet member may continue to consider the use of the following exceptional practice through Academic Year 2005-2006:

For distance learning courses taught for adjunct/extra service, and when enrollment exceeds 25, additional headcount pay per the HROG can be contracted and paid. Headcount pay is limited to a total of 49 students in each semester per individual instructor. Load will not be calculated for the additional students added to a class and paid on a headcount basis.

Procedures:

Distance learning rates for online courses with a fixed enrollment date (i.e., generally courses that follow more traditional beginning and ending semester dates):

  • Range of 15-25 students negotiated by faculty member and dean.
  • Minimum of 15 students are required to qualify course as 20 percent of load.
  • Compensation for less than 15 students can be paid by extra service contract on a per head basis, banked for future payment or based on a prorated percent load. Combination of courses/sections offered concurrently is also acceptable. A full section compensation is based on $656.48 per course credit hour.
  • If enrollment is less than 15, compensation should be based on a "per student" basis of $656.48 divided by 15 = $43.77 x the number of credit hours.
  • If enrollment exceeds 25, compensation should be based on a "per student" basis of $656.48 divided by 20 = $32.82 x the number of course credit hours.

Extra service contracts for telecourses: Remuneration should be based on the third class day enrollment except when new students are enrolled in the course after the third class day. In this case, these students will factor into the overall student enrollment range and related compensation calculation.

Other Notes:First-time online instructors will receive a one-time stipend for training and preparation for a first course, excluding courseware development compensation, equivalent to one-half (50 percent) of a three-credit-hour extra service contract.
