Purpose:The DCCCD Board of Trustees has the authority as the governing body of the district to grant a commission (warrant of appointment) to people designated as campus police/peace officers. This commission is in accordance with Article 2.12 of the Texas Code of Criminal Procedure as authorized by Article 51.203 of the Texas Education Code, and grants such person all the rights, privileges and emoluments appertaining to said appointment for the period beginning with the first (1st) day of employment and ending upon termination of said employment.
Procedures:All college police/peace officers (including part-time officers) who perform duties consistent with police authority and carry weapons must receive a commission (warrant of appointment) for their period of employment. This commission is subject to approval by the Board of Trustees and must be obtained prior to their being allowed to perform duties as police/peace officers.

It is the responsibility of the individual location chief of police to notify the location Human Resources Office of all newly hired college police/peace officers (full- and part-time) so that they may be submitted to the board for approval on the closest possible agenda to their hire date.

Once signed the form is forwarded to the location Human Resources Office for distribution. A copy of the form is kept in the official personnel file in District Human Resources. A copy should also be kept on file in the location Human Resources Office as well as in the location Security Office. The original commission is to be carried by the officer at all times.
HR Responsibility:It is the responsibility of the location human resources director to notify District Human Resources through usual college channels of the appointment and to ensure that the officer does not exercise police authority nor carry a weapon until after Board approval is obtained and a warrant of appointment is issued.

It is the responsibility of District Human Resources to include the appointment as a part of the designated monthly board agenda and then to prepare the commission for signature by the chairperson of the Board of Trustees and the chancellor.
