Luis provides leadership, management and direction to three districtwide departments: Human Resources, Organizational Development, and Institutional Diversity and Equity.

In addition, he supervises key operations of the District Human Resources functions involving the development of a broad program of human resource planning, reporting, control and service. 

Luis’ work also involves formulating operating policies and procedures for District Human Resources and recommending personnel policies and procedures for the district.
