Purpose: The Tuition/Educational Enhancement Program assists employees with continuing their education within the Dallas County Community College District by waiving the tuition.
Definitions:

Educational Credit Program: A full-time or limited full-time employee may participate in any credit course that is listed upon an approved degree plan and that is required to obtain an associate or baccalaureate degree, or that is career-oriented, without payment of tuition and laboratory fees. Credit for a course is recorded upon a transcript. An employee must pay for books and special fees as illustrated by, but not limited to, fees for off-site physical education and schedule changes. As approved by the Board of Trustees at the June 2005 meeting, fees of $50 per credit hour and $3 per continuing education contact hour will be charged to students who are retaking a class for the third time or more. This addition to the base tuition amount is effective for Fall 2005. Employees are also responsible for paying the additional tuition amounts for those classes attempted three or more times, although the base tuition will still be waived.

Under the educational credit program, an employee:

  • Is eligible after one year of continuous employment (full- or limited full-time).
  • May enroll in no more than two courses during any semester, effective beginning Summer II 2003.  (i.e., Fall-up to two courses waived; Spring (including Wintermester)-up to two courses waived; Summer I (including Maymester)-up to two courses waived; Summer II--up to two courses waived). 
  • May register for courses as any other student. (Each college shall use its best efforts to ensure space available in a class for an eligible employee under this program.) (effective beginning Summer II 2003)
  • Receives the same treatment as any other student except the college shall not submit the employee's participation in class for state reimbursement purposes.
  • Must continue to work a full work week and is expected to schedule a class before or after normal work hours. A supervisor may allow an employee to take a course during normal work hours if a course is available only during those hours and the employee and the employee's work group can effectively and efficiently perform their jobs despite the employee's different work hours.
  • Must complete an educational credit program form (Credit Tuition Waiver - PDF -11KB) before each semester or summer session during which the employee wishes to take a course. An employee must obtain approval of the employee's supervisor on the form to participate in the credit program.
  • This provision does not authorize the use of any state funds to implement this program.
Noncredit Program: A full-time or limited full-time employee or retiree may participate in any class for personal or professional growth without payment of tuition. An employee shall pay all other fees or charges that are associated with the class. The following standards govern employee participation:

  • Continuing education units will not be awarded unless the employee's supervisor approves the class as being directly related to the employee's job.
  • Academic credit units will not be awarded.
  • During the employee's working hours, an employee may attend a class for professional growth (job-related skills) if the employee's supervisor approves.
  • Written college procedures must ensure that employee participation in classes shall not be submitted for state reimbursement purposes.
  • Written college procedures shall establish the extent to which space is available, if any, for employee participation in classes.
Procedures:

An employee must complete an educational credit program form (Credit Tuition Waiver (PDF - 11KB) before each semester or summer session during which the employee wishes to take a course. An employee must obtain approval of the employee's supervisor on the form to participate in the credit program and get approval from the location Director of Human Resources. An employee must register using the published student registration process.

Employee
Responsibility:
An employee must continue to work a full work week and is expected to schedule a class before or after normal work hours. A supervisor may allow an employee to take a course during normal work hours if a course is available only during those hours and the employee and the employee's work group can effectively and efficiently perform their jobs despite the employee's different work hours.
HR Responsibility: The Director of Human Resources shall make and distribute the forms required by this program.
