STATEMENT OF PURPOSE:
The Dallas County Community Colleges and Texas Woman’s University hereby enter into the following agreement governing the matriculation of Dallas County Community College students to Texas Woman’s University. This contract shall commence on January 20, 2005 and shall continue until such time as either or both institutions wish to terminate it. This agreement sets forth the terms and conditions of student transfer from Dallas County Community College (including all of the following DCCCD colleges: Brookhaven, Cedar Valley, Eastfield, El Centro, Mountain View, North Lake, and Richland) to Texas Woman’s University (TWU).
TERMS AND CONDITIONS:
In order to facilitate and improve the transfer process for our mutual students, the Dallas County Community Colleges and TWU hereby enter into the following agreement: Dallas County Community Colleges Rising Star students who follow the recommended program of study – the common core and transfer curriculum, and who meet all other admission requirements shall be eligible for admission to TWU. Transfer students must meet the same standards and criteria for admission to a major degree sequence as a native TWU student.
TWU and Dallas County Community Colleges will jointly develop Transfer Guides and a Course Equivalency Guide, utilizing both TWU and Dallas County Community Colleges numbers for all majors offered at TWU.
Representatives from TWU and Dallas County Community Colleges will meet or make contact during August of each year to update course equivalencies, transfer guides and transfer admission information to be used the subsequent academic year.
RISING STAR PROGRAM STUDENTS:
TWU agrees to offer the Dream Come True Scholarship to Dallas County Community Colleges Rising Star Program participants. The TWU Dream Come True Scholarship promises Dallas County youth that if they graduate from high school, successfully complete their first two years of college at a Dallas County Community College as participants of the Rising Star Program, and demonstrate financial need, they will be guaranteed the opportunity to transfer to TWU to earn a four-year degree. The Dream Come True Scholarship provides up to $3000 for tuition and other educational expenses for two years of undergraduate education at TWU.
ELIGIBILITY REQUIREMENTS
- Student must be certified by the Dallas County Community Colleges Rising Star Program.
- Student must be in good standing with a minimum 3.0 grade-point average.
- Student must have completed all of the Dallas County Community Colleges ’s core requirements (Texas Common Core).
- Student must be a U.S. citizen, a permanent resident of the U.S. or meet the qualifications set forth in the Texas House Bill 1403 (Noriega).

APPLICATION REQUIREMENTS
- Applicants must submit a completed TWU admissions application and must be accepted by TWU before their application will be considered for the TWU Dream Come True Scholarship.
- Applicants must have official transcripts from all colleges and universities attended on file with TWU.
- Applicants must submit their TWU Dream Come True Scholarship application to the Rising Star Coordinator at their Dallas County Community Colleges campus. Applications will then be submitted to the District Rising Star Director to verify eligibility. All eligible applications will be then forwarded to TWU’s Financial Aid and Scholarship Office.
- Applicants must file a Free Application for Federal Student Aid (FAFSA) each year that they receive a TWU Dream Come True Scholarship award. The FAFSA must be filed and processed by the appropriate financial aid priority deadline. The TWU school code (#003646) must be entered on the FAFSA each year of eligibility. If an applicant is selected for verification by the Department of Education, no funds will transmit until the verification process is completed and the award has been made.
- The TWU Dream Come True Scholarship will pay $3,000.00 maximum for four (4) long semesters.

SCHOLARSHIP RENEWAL CONDITIONS
- TWU Dream Come True Scholarship recipients must maintain a cumulative TWU GPA of 3.0 each academic semester, and be in good academic standing at the university to have their scholarship renewed.
- TWU Dream Come True Scholarship recipients must enroll in and successfully complete twelve (12) credit hours each semester. If a student does not satisfactorily complete twelve credit hours each semester while maintaining a 3.0 grade point average, his/her scholarship will not be renewed.
- TWU Dream Come True Scholarship recipients must be enrolled for consecutive fall and spring semesters in order to retain their scholarship eligibility. If the student is not enrolled during a consecutive semester he/she must reapply for the scholarship. TWU Dream Come True Scholarship funds are not guaranteed when reapplying. Funds are not available for summer sessions.
- TWU Dream Come True Scholarship recipients who withdraw from classes or fall below the 12 credit hours are required each semester to notify the Financial Aid Office in writing to have their TWU Dream Come True Scholarship funds held for future semesters. All TWU Dream Come True Scholarship recipients who change their addresses must file and "address change form" with the TWU Registrar’s Office.

AMOUNT OF AWARD
- The maximum TWU Dream Come True Scholarship award is $1,500.00 annually. The time limit to use TWU Dream Come True Scholarship funds is two (2) years or completion of a bachelor’s degree, whichever comes first.
- TWU Dream Come True Scholarship pays per semester based on the number of hours enrolled in each semester. The scholarship is paid in the Fall and Spring semesters.
- TWU Dream Come True Scholarship is applied towards costs related to tuition and fees for courses offered only at Texas Woman’s University.
- TWU Dream Come True Scholarship funds only cover courses required by an academic program offered at Texas Woman’s University. Lists of approved Texas Woman’s University courses are published in the schedule of classes, every semester.

AGREEMENT CONTINUATION AND DISSOLUTION
This agreement shall be reviewed on an annual basis or any time program changes are to be made by either institution. Any program changes will be identified and incorporated into subsequent agreements. The Dallas County Community Colleges Chancellor and the TWU System Chancellor/President, or their designees must approve amendments to this agreement. Any other modifications to this agreement may be made following written notice from the Dallas County Community Colleges Chancellor and the TWU System Chancellor/President, or their designees.
Once this agreement is signed by the appropriate officials at Dallas County Community Colleges and TWU, each is free to publicize this arrangement in a manner consistent with the agreement. This articulation agreement shall remain in effect until one or both institutions deem it necessary to terminate it.
By signing, each party recognizes the commitment to exchange only the most current and accurate information. This agreement may be terminated by either party by giving written notice of said party’s intention to the Chancellor of the Dallas County Community Colleges or his designee and the Chancellor/President of the TWU System or his designee.
This agreement shall be in effect beginning January 20, 2005.
