TRANSFER MEMORANDUM OF UNDERSTANDING

This Memorandum of Understanding between Jackson State University, Jackson, Mississippi, and Dallas County Community College District is hereby undertaken to:

  1. Expand the transfer opportunities available to students attending Dallas County Community College District to Jackson State University.

  2. Facilitate the retention of Dallas County Community College District transfer students and the completion of a Baccalaureate Degree by Dallas County Community College District transfer students once enrolled at Jackson State University.

  3. Increase the visibility and awareness of the full spectrum of postsecondary opportunities available to high school students including those students who are traditionally college-bound and those who may not see college as their first option.

Jackson State University (JSU) and the Dallas County Community College District (DCCCD) seek to expand the options available to DCCCD students to transfer and complete the Baccalaureate Degrees through focused, collaborative efforts that will facilitate a seamless transition for those DCCCD students choosing to transfer to JSU. These efforts may also have an impact on the college enrollment rate of students in targeted high schools.

This agreement states the conditions under which JSU will accept credits earned by students attending a DCCCD College toward the attainment of a Baccalaureate Degree from JSU.

Students who transfer from DCCCD upon completion of the Associate of Arts/Science Degree and the Intersegmental General Education Transfer Curriculum ( IGETC) will be admitted to JSU. They will be granted junior level standing if a minimum of 64 semester hours have been completed with a grade of "C" or better for each course taken within the 64 semester hours. In addition, the following will apply to DCCCD students who transfer to JSU upon completion of the Associate of Arts or Associate of Science Degrees:

  1. For admission to JSU, the DCCCD student will be required to earn at least a 2.00 overall grade point average on a 4-point scale.

  2. Students who have completed an Associate of Arts Degree or an Associate of Science Degree will be granted unconditional admission to JSU.

  3. All credits earned with a grade of "C" or better may be transferred to JSU; however, the applicability of this credit to the general education requirements or requirements for a baccalaureate program at JSU will be determined on a course-by-course basis by JSU. An effort to establish course-to-course articulation agreements of applicable course work, as deemed necessary, will be fully underway by Fall 2004.

  4. While granted junior level status, graduates of Associate Degree programs with limited liberal arts course work may be required to complete unfinished elements of JSU’s liberal education requirements in addition to the requirements of their selected baccalaureate program(s).

Upon approval of this agreement:

  1. JSU, in consultation with DCCCD, will work to develop articulated transfer guides for selected baccalaureate programs to facilitate the transfer of students and provide them with early information about program requirements. Transfer guides will be reviewed and published annually.

  2. Each DCCCD student admitted to JSU will receive a full transcript review prior to transfer followed by a written confirmation of transfer credit accepted, transfer credits applied to JSU General Education requirements and/or other degree requirements and notification of course work remaining to be completed for the Baccalaureate Degree in an identified major.

  3. DCCCD and JSU will each assign a staff member to serve as a liaison and to assure continued communication between the two institutions on matters related to this agreement.

  4. DCCCD Colleges will add a link to JSU individual College web pages as deemed appropriate by officials at each individual College.

  5. DCCCD and JSU will mutually notify each other annually of changes and additions to curricula.

  6. JSU will prepare an annual analysis of the progress of DCCCD students transferring to JSU to be used in advising prospective transfers and to evaluate the success of the DCCCD transfers as well as the success and effectiveness of this transfer agreement.

This agreement will remain in effect until modified by mutual agreement or terminated by DCCCD or JSU. Notification of intent to terminate is required not less than one year prior to intended date of termination.

DCCCD and JSU authorize this agreement to become effective on this the day of November 15, 2004.
