Saint Leo University (Online-Distance)

I.  Scope

Subject of Agreement

Saint Leo University (SLU) and the Dallas County Community College District (DCCCD) hereby enter into the following articulation agreement governing:

The matriculation of DCCCD Associate of Arts degree graduates in SLU baccalaureate programs:

The matriculation of DCCCD Associate of Science in Business degree graduates in the following SLU baccalaureate programs:

  • Bachelor of Arts in Accounting
  • Bachelor of Arts in Business Administration, with Specializations in:
    • Accounting
    • Management
    • Management Information Systems
    • Bachelor of Science in Computer Information Systems

Purpose of Agreement

The intent of the agreement is to facilitate a seamless transition from the DCCCD AA and AS in Business programs to the SLU baccalaureate external degree programs offered in conjunction with The University Alliance division of Bisk Publishing Company.

Students

The agreement is designed to serve primarily DCCCD graduates who have received AA or AS-Business degrees and who seek an opportunity to complete baccalaureate studies through the SLU/University Alliance external degree program. However, an associate degree is not required for admission into SLU or its University Alliance (UA) programs, and any student admitted to SLU is eligible to attend live instruction classes at the main campus of Saint Leo University or at any of its branches and extension centers.

Date of Effect

The agreement will be in effect from the date on which both parties have affixed their signatures. Review, revisions, and termination provisions are discussed below in Parts IV and V.

II.  Understanding of the Parties

General Understandings

AA and AS-BUS graduates of DCCCD admitted into Saint Leo University during the period of this agreement will:

  • receive 61 credits in transfer for the DCCCD AA or AS-BUS degree and may be eligible for up to 5 additional credits in transfer for additional courses taken at DCCCD or at any other regionally accredited community college; the total transfer credit awarded for community college studies will not exceed 66;
  • receive junior standing, although some students may need to complete certain prerequisite courses for the programs in which they enroll;
  • receive automatic satisfaction of the SLU general education requirements;
  • receive access to on-line SLU library resources, the 800 number library telephone, Internet services, and electronic course materials;
  • receive appropriate registration and academic advising via SLU/UA staff and faculty;
  • be required to complete at least 39 hours at or equivalent to the 300/400 level;
  • be required to take an additional course in the major at the 300/400 level when an equivalency for a 300/400 level course is granted in transfer for a course taken at the 100/200 level. Credit for such additional courses will apply to SLU graduation requirements, including the 120 credits required for graduation and the 39 credits required at the 300/400 level.

The Dallas County Community College District will:

  • provide SLU students use of DCCCD libraries;
  • publicize the agreement among its students and faculty and provide cooperative assistance in class schedule distribution to students and faculty;
  • provide opportunity for SLA/UA representatives to visit DCCCD campuses to explain the articulation agreement and the opportunity it represents for students to complete their baccalaureate via an external degree program;
  • cooperate with SLU in providing financial aid information to students transitioning from DCCCD to SLU;
  • cooperate with SLU in student support services to provide access to information to DCCCD students about: (1) SLU general education requirements for students not holding an AA or AS-BUS degree, (2) prerequisites for courses in the major, (3) admissions requirements and processes, (4) turnaround times on applications, transfer credit, and financial aid, (5) SLU/UA tuition and fees, and (6) a list of SLU/UA contact people for articulation questions, academic programs, and support services;
  • cooperate with SLU in advertisement of the SLU/UA external degree program and classes on the DCCCD web page, with prior agreement regarding payment of any extra expense for such advertisement.

Other Understandings

Students who are not planning to receive a degree from DCCCD but who need prerequisite course work to enroll at SLU will be advised by SLU /UA staff.

Implementation and interpretation of this agreement will be consistent with applicable and mandatory policies and procedures established by the accrediting and governing bodies of the institutions and other agencies having jurisdiction over the operation of either institution.

Participation of qualified students in the degree programs will be permitted in compliance with the applicable federal, state, and local nondiscrimination laws and regulations.

Both institutions shall advertise the provisions of this agreement so that is disseminated to all prospective and existing students by reasonable means, which may include but is not limited to the Internet, student catalogs, view books, program brochures, and other advertising. Advertising copy shall be consistent with the terms and provisions of this agreement and any subordinate agreement(s).

Both institutions shall maintain their accreditation with regional accrediting associations or any other accreditation currently in existence pertaining to the degree programs.

III.  Terms of the Agreement

DCCCD Coordinator

DCCCD will identify a coordinator from its staff to serve as principal liaison with SLU in the conduct of the program. The coordinator's role is to (1) ensure that accurate and timely information regarding SLU/UA programs and services is made available via the Internet to DCCCD students, and (2) to facilitate such communication between DCCCD and SLU/UA that creates reciprocal benefits and serves the students.

Information Materials

SLU will provide enrollment and promotional materials in a timely manner including enrollment packets, catalogs, course lists, promotional brochures, fliers, video tapes, and CD-ROMS.

Financial Aid Eligibility

DCCCD students upon receipt of the associate degree must establish financial aid eligibility at SLU for pursuing a bachelor degree.

Support Staff Cooperation

Each institution will attempt to encourage and maintain a high degree of cooperation between their support staffs in the operation of this agreement.

Staff Independence

The employees, officers and agents of a party shall not be employees, officers, or agents of the other party and may not hold themselves as such nor may they make any representations or commitments on behalf of the other. Both parties, through their employees, officers, and agents, may represent such matters and understandings as are contained in this agreement.

Nondiscrimination

SLU and DCCCD will not discriminate on the basis of race, color, national origin, religion, gender, age, sexual orientation, marital status, disability, military discharge, or veteran status in any area of employment or in services to their students.

Waiver of Terms and Provisions

Any waiver by either party of any term or provision of this agreement at any time shall not constitute a waiver of any other or all terms and provisions. Any waiver of any part of a provision of this agreement at any one time shall not constitute a waiver for all times.

Buckley Amendment

Both parties recognize that they are bound to comply with the Family Education Rights and Privacy Act (Buckley Amendment) in the handling of educational records of students enrolled in their programs.

Articulated Programs

SLU and DCCCD articulation is not limited to the educational programs listed below. Programs may be added outside the annual review of the agreement if warranted by student demand and approval by SLU and DCCCD. Any program addition will be detailed by letter of agreement signed by the appropriate SLU and DCCCD representatives and will serve as an addendum to this agreement.

General Education

  • DCCCD graduates holding an AA or AS-Business degree will be deemed to have completed SLU general education requirements.
  • DCCCD graduates holding other associate degrees may be required to take additional general education courses. The additional courses may be taken at DCCCD but must be included within the 66 maximum credits allowed for transfer to SLU. The determination of this requirement, if any, will be made on the basis of a degree-by-degree analysis.
  • DCCCD students who have not completed an associate degree must meet SLU general education (or "Basic Studies") requirements as detailed in the SLU catalog operative at the time of admission to SLU.

SLU Major Requirements for DCCCD Associate of Arts Graduates

AA graduates will receive up to 66 credits in transfer, including the waiver of SLU general education requirements. Major requirements for AA transfer students will vary according to the student's AA program and the selected field of baccalaureate study at SLU.

SLU Major Requirements for DCCCD Associate of Science-Business Graduates

Some of SLU's major requirements and prerequisites are met with the 61 credits required for the DCCCD AS-BUS degree. DCCCD graduates who have completed MATH 1324, MATH 1325, ACC 2301, ACC 2302, and ECO 2302 as part of their AS-BUS degree program will have met the following requirements and prerequisites in SLU's BA-Accounting, BA-Business Administration, and BS-Computer Information Systems programs:

  • ACC 201 Principles of Accounting I
  • ACC 202 Principles of Accounting II
  • ECO 202 Microeconomics
  • MAT 128 Algebra and Functions
  • MAT 141 Finite Math

The program requirement analysis presented below assume 61 credits in transfer, based on DCCCD's current AS-BUS curriculum, and 60 credits in remaining major studies at SLU, for a total of 121 credits for each BA and BS degree program. Up to five additional DCCCD transfer credits may be accepted and applied toward the SLU major studies.

* A student can satisfy this requirement by registering for the course and taking and passing a challenge exam in the appropriate computer language.

V. Review, Amendment, and Termination

All parties are committed to the concept of a long-standing agreement. This agreement will be amended when programs are added, deleted, or significantly modified. Amendments may take the form of letters signed by the signatories of the agreement or their designated representatives. The agreement will be reviewed annually or at any time at the request of either party. Either party may terminate the agreement with ninety days written notice. However, termination will not be executed without a negotiated teach-out agreement for students currently enrolled.
