Purpose

Background

In 1995 the DCCCD Chancellor’s Cabinet recognized that in order for PSSA Presidents to perform their duties in a professional and diligent manner, they would have to spend time, on a weekly basis away from the duties of their respective DCCCD jobs.  As a result, the Chancellor’s Cabinet agreed to help support each of the eleven (11) PSSA Presidents by providing either:

(1) monetary compensation for additional hours worked, or

(2) a student assistant to help manage the additional work load. 

There was no specific, across the board method proposed or established; this was left to each location CEO (i.e., campus president) to determine. Being such, no consistency in process or procedure was practiced district-wide.

The Following revised process is effective beginning spring 2012:

Location CEO/Budget Officer

It is recommended each year that all DCCCD locations include in their budget preparation a minimal amount of financial support to compensate their location’s PSSA President for extra service via an extra service agreement (if mutually agreed upon) for additional hours worked on behalf of the location’s PSS Association.

PSSA Presidents

Each PSSA President will meet with their location CEO at least once each semester to determine what resources are needed to best accomplish the location PSS association’s work.

At each location the CEO and the location PSSA President will make the mutual decision to either award an extra service contract for the semester or to determine if some other option, such as release time or comp time may be agreed upon in support of that location’s PSS work.

If it is determined that the best option to accomplish the location’s PSS goals is an extra service contract, the following rules will prevail:

  • The contract can be for up to one-hundred and twenty (120) hours per academic year.
  • Hours beyond one-hundred and twenty (120) per AY require additional negotiation between the PSSA president and the location CEO.
  • The rate of pay for the extra service duties as PSSA or PSSEC president will be $29.10/hour (Minimum of Band 4).
  • Hours worked will be recorded on a timesheet and submitted monthly to the location CEO or their designate for signature and forwarded to the location HR Office for processing.

If comp or release time is mutually agreed upon in support of that location’s PSS work the following rules will apply:

  • The PSSA President can earn up to one-hundred and twenty (120) hours per academic year of comp/release time.
  • Hours beyond one-hundred and twenty (120)/academic year will require additional negotiation between the PSSA president and the location CEO.
  • The PSSA President will document hours worked on a timesheet and will work directly with their immediate supervisor to determine the best time each month to use the comp or release time earned.
  • Comp/release time is to be used in the month it is accrued and must be taken within two (2) months of accrual. If circumstances exist at the location that prevent the PSSA President from using comp/release hours in a timely manner, they will be paid for the hours worked (this requires sign-off from the location CEO).

PSSEC President

While the same guidelines above apply to the PSSA President, he/she will meet with the Chancellor/Vice Chancellor’s at least once each semester to determine what/if resources are needed to, best accomplish the PSS association’s work. Extra service compensation for the PSSEC is limited to one-hundred hours per academic year. Hours beyond one-hundred (100) require negotiation with the Chancellor.
